 There was some
 [https://wordpress.slack.com/archives/design/p1436463843001330 discussion
 in #design] a bit ago, but I don't think any consensus. #32525 went a
 different route with a couple text links rather than a button.

 I'd prefer leaving this open until a design decision is made. If we do
 need to postpone it to 4.4, we should hide "Manage in Customizer" on
 mobile as it looks really out of place.

 I'll bring it up in #core-customizer and #design tomorrow and see if there
 are new thoughts.
