 Now that users have the ability to change their theme within the
 customizer (a feature that didn't exist when this ticket was created), I
 feel the importance of this ticket increases, particularly when the user
 has a number of customized widgets beyond the standard fare (text widgets
 with embed codes are a good example).

 Without the ability to re-activate inactive widgets, the promise of being
 able to completely stage your site before taking it live disappears,
 because the new theme needs to be activated, in order to then navigate to
 Appearance/Widgets to pull in the previously active widgets.

 This ticket may see more attention if it were categorized in the
 "customize" component, rather than "widgets".
