 I propose we add a dashboard widget for those people that are not using
 WordPress in their preferred language. This simple PoC in screenshots (I
 have code but need to clean it up a bit first) could work off of the
 GlotPress API on translate.wordpress.org.

 We should read the users accept language header and use their primary
 language to see if we have a complete translation for that. If not, show
 them a link where they can start help translating, if so, show them how to
 switch their language.
