 In [attachment:32589.5.diff]:
 * Include dashicon css on install page, fixes missing icon issue
 * add check for `WP_INSTALLING` in `wp_rand` function, preventing some PHP
 warnings when transients used before db set up
 * tested patch, works well in initial testing
