Comment:

 Along with designsimply's idea, I'm going to make a new patch here that
 instead does something along the lines of adding the `cannot-expand` class
 and a textual indicator that there are no items, so that the section
 heading is visible for discoverability, but indicates that it's empty
 without needing to expand it. May need design tweaks from there.
