 This is related to #26580. I thought it would be nice to add support for
 extra_tablenav() to the multisite table list. I'm not quite sure how this
 should be done, I used the same format other tables use, i created the
 "restrict_manage_sites" action.

 I think this may not be the best naming since if a "sites" post type
 exists it may conflict with this. If anyone has any ideas that would be
 awesome.
