Comment:

 Spun off the small part I think we can/should tackle in 4.3 to #32924.
 Let's keep on this, though, possibly in a plugin to test out bigger
 changes both in terms of content and things like a11y (#32495) and Menu
 Aim (#23731). This would also give us a chance to take a good hard look at
 how we can even access the horrid thing that is the admin menu without
 feeling like our hands are tied because of time.
