Comment:

 Sorry, i missed this being assigned to me.

 I worry that changing the order of `do_action( 'comment_form_after_fields'
 );`  and `echo apply_filters( 'comment_form_field_comment',
 $args['comment_field'] );` is going to be a breaking change. I am going to
 move this out of 4.3 since it is already beta and this type of change
 really needs as much testing as possible to ensure things don't break.
