Comment (by dd32):

 Through #32127 utf8 -> utf8mb4 conversion will be re-run if need be during
 both 4.2.3 and 4.3.

 The question remaining, is do we perform these in the future as well. Do
 we do it on every db upgrade? only the major ones? etc.
