 Perhaps this needs a few of the people who open and contribute tickets to
 loosely  form a group to review PHPMailer tickets and take forward the
 fixes and enhancements. Is there a WordPress way to arrange this for
 interested parties? A 'Slack' group or something like that?

 I'm happy to be a part of it provided I'm not going to be alone and that
 the tickets are going to get committed once they've been reviewed and
 agreed.
