 Am I crazy to ask, what is the desired behavior?  The Wordpress logo has
 been a link for as long as I can remember.  Is the intention to remove the
 link?  I don't see how this a bug, so much as a behavioral change?  I'm
 not a core Wordpress developer so I hope this isn't condescending, or an
 inappropriate question.
