 Step 1 was done in #18548, setting up the infrastructure and encouraging
 theme authors to use the new theme-support system.

 Step 2, which this ticket is for, will be replacing `wp_title()` in the
 `_wp_render_title_tag()` callback with a more meaningful output, and
 deprecating `wp_title()`.

 Step 3 would be a good case for a feature plugin, creating a UI to allow
 users to specify how their titles are rendered.
