Comment:

 So, this problem is not only related to missing language pack. There is no
 Czech version for 4.1 yet (I am working on it), but users which installed
 English version of 4.1 can see this on Updates page. There is text to
 download 4.1 cs_CZ, but this version does not exist yet (and it is not
 very rare case). And users are confused and asking about it...
