 I like the idea of the improved message with WP_DEBUG enabled, but the
 more I think about it, the more I think this is an event that should be
 capturable since as has been pointed out multiple times, this message
 should never be seen by a user and if they are seeing it, it is a bug.
 Making this capturable would allow a logger (such as the one proposed in
 #30934 ) to make this bug one a developer could track down and fix.

 rmccue is absolutely correct, we don't expose capabilities in the UI
 anywhere, I don't think we should start.
