 Adding offset to wp_get_archives is simple and can add a helpful feature.
 Just as the 'limit' paramater allows results to be set to the first 10,
 for example, the offset parameter could allow the results to be set to
 10-20, or from 15 and up.

 I have some working code that I will submit as a patch.
