 Replying to [comment:9 samuelsidler]:

 The idea in comment:2 was to move the search box out of the heading on
 Themes screen (since there are no search boxes in `<h2>` on other
 screens), and move the "Add New" links out of headings on all screens in a
 new ticket.

 OK, I guess we can repurpose this ticket instead.
