 @swisspidy pointed me at this ticket. Many years back, I stole some
 JavaScript out of the [http://p2theme.com/ P2 theme] and rolled it into a
 stand-alone plugin that basically does exactly what @johnjamesjacoby
 describes:

 https://wordpress.org/plugins/localtime/

 It's a fairly simple plugin but it's not 100% compatible as it injects
 HTML into the date and time functions. If you use the return values of
 these functions as say a title attribute (and properly escape it), then
 you end up seeing the HTML. Something to think about.

 I wrote the plugin as "activate and done" but if similar functionality
 made it into core, you'd probably want new functions or something.
