 Cool. Just had to keep up with the cool kids.

 It seemed odd to me; but that does make some sense. Without tabindex, the
 skip to toolbar would have appeared before the skip to content, which
 would be less than ideal. Better to have them both in the content in the
 appropriate tab order instead, definitely.
