 Could, yes. Is there any practical reason that you know of that the
 tabindex still exists on the main skip to content link? I couldn't see any
 benefit to that; I'm not sure why it's there. There's no filterable region
 above the menu header, so no plug-in would be able to insert another link
 above it. I can't see that it's accomplishing anything.
