 [attachment:17470.3.diff] puts the notice inline via hook whether or not
 the content editor is enabled. Seems important to know this even if the
 editor is showing because the user previously had content in that page.
 Keeps it easy for a dev to unhook the notice or enable/disable editor
 support as desired.
