 By default, Twenty Fifteen loads a [source:tags/4.1/src/wp-
 content/themes/twentyfifteen/js/functions.js functions.js file], which
 handles the responsive menu.

 On your site, that file is not loaded. Are you using a customized version
 of the theme?
