 +1 on something in core that makes it possible for you to select a private
 page as a parent. The inheritance of visibility part seems like bonus to
 me, personally.

 However, if you did do that, I don't think you'd need to change UI. You'd
 only need to change behavior.

 If I set a parent page to Private, all children inherit Private visibility
 (but are not set to Private).

 If I set a parent page to Public, children settings are not changed, and
 Public is not inherited.
