 I think its a common UI expectation to see an absolute date as a tooltip
 of a relative date. I know that in terms of a11y we are moving necessary
 information out of title attributes in favor of showing it on screen
 without need for a cursor hover, but I wonder if maybe this is a valid
 exception.

 I agree that the absolute date/time is not necessary, so putting it on
 screen is not the right choice. But providing it as a tooltip offers a
 familiar UI feature for cursor users.
