 ProFTPd actually has this as a configurable setting:

 According to adstainer above, removing -a was not a perfect fix for him,
 as it left his .maintenance file behind.

 Additionally, the original problem in #28013 was that
 WP_Filesystem_FTPext::exists('.maintenance') returns false on some
 servers.

 The RFC can say whatever it likes. Actual implementations in the wild can
 vary wildly. Any solution should cover all the various cases, not just be
 compliant to the RFCs. Compatibility trumps specifications.
