 Is this an 80% feature or a super user feature? Is this a feature that
 improves the user experience? These are pretty important questions to
 answer before implementing a new way to work with widgets.

 TBH, I don't think the current way Menus allows grouping is very user
 friendly, despite being fairly powerful for the few that need it.
