 As much as I'd like for plugin authors to get more translation
 contributors, I don't think the Translate links on the Plugins screen
 would be appropriate for regular users, who might consider it unnecessary
 clutter.

 For those who do want to contribute, the links in the plugins/themes
 directory seem more suitable, and the number of contributors has already
 increased greatly since those links were added.

 This might also increase the load for GTEs (global translation editors) on
 the Polyglots team, who now have to validate thousands more strings than
 before, and don't always have the resources for that.
