 I did some additional testing and wanted to clarify a detail in this
 ticket's description.

 In the event the user is a member of more than one site, the user is
 redirected to the admin of the site with the lowest blog ID.

 Also, here is another scenario in case it's useful:
 If you go to example.com/site2/wp-login.php and log in while you are not a
 member of that site, you will see the Access Denied message.
