 I'm hoping to fix this bug as part of the work I'm doing on #8973, as
 until that issue is addressed and fixed, this issue will always be broken
 under specific conditions.

 Once I get #8973 fully fixed, then I'll look more closely at the STR for
 this issue - thanks for confirming that the issue still exists.
