Comment:

 After continued discussions with the a11y team, we disagree with the
 decision and feel it is far simpler to echo the :hover to :focus.  What is
 the logic against mirroring :hover, when :hover, it can be argued, is
 actually an extension of :focus?

 @mor10's comments on [ticket:34864] come into play here as well. The text
 change is way too subtle (as is the case throughout the admin's :focus
 states).  There needs to be a very clear visual shift (as we do with
 :hover).
