 The only thing I see could be done in core here, is that when the user
 email has the top-level domain `.invalid` then no emails are sent.

 For the wanted user registration process without an email, this is plugin
 material. They can then help put `some-random-chars at anon.invalid`, or
 whatever, into the email field and not have to take care of not sending
 such emails.
