Comment:

 Sorry, I think that the way I did it was unnecessarily confusing, so I've
 updated the patch to match what was in <4.3.

 For the second patch, if the box is checked, an email with a password
 reset link will be sent to the new user. If it is not checked, no email
 will be sent. However, the default is now a checked box rather than an
 unchecked box.

 In both cases, a new user notification email will be sent to the admin
 email address. That doesn't change.
