 Currently at a contributor day and someone mentioned this issue.

 I read all the comments and I don't understand why [17297] was committed.
 I would suggest to revert this in 4.4 and see what we can do to make it
 easier for people to build the logic for the action. I'm more then happy
 to work on the solution when we agree on one.
