Comment:

 I'm not sure there's a lot we can do to make the drag-to-reorder option
 more obvious. My first inclination was to suggest adding text like what we
 have in the Insert Gallery view, see
 attachment:create_gallery_with_text.jpg].

 Marked in [attachment:insert_media_no_text.jpg] is where I was originally
 inclined to put such contextual help, but if you'll note in
 [attachment:insert_media_narrow.jpg] that option quickly goes out the
 window on smaller viewports.

 All of that said, I'm not sure we even necessarily want to continue to
 promote and expose the capability of "reordering" items uploaded to the
 post. It seems like a conscious move in not maintaining the "Order" UI
 following the media shake-up in 3.5+.

 I think the best next step would be to get some feedback from a UX person.
