 I feel that this should be looked into for 4.4 or 4.5.

 Here's how I see some things working:

 - When a plugin author submits a plugin update, there is a checkbox "Does
 this update fix any security issues?" or similar, and if checked, it sets
 'security' to 1. If a WordPress installation finds a plugin update where
 security = 1, then it displays a more prominent message to the admin(s)
 highly recommending an update. Possibly also send out an email, too.

 For out-of-date plugins, I'm leaning towards, if a plugin hasn't been
 updated in X months since the current version of WordPress that is
 installed.

 @wonderboymusic can we possibly see this for 4.4/4.5?
