 Hi @parcour welcome to Trac and thanks for creating the ticket :)

 A couple of things:

 No doubt this is related to the
 [https://make.wordpress.org/core/2015/07/23/wordcharacter-count-updates-
 in-4-3/ Word/character count updates in 4.3] in #30966

 The localised WordPress 4.3 package has not been build at the time of
 writing:
 * https://cn.wordpress.org/releases/

 zh_CN has previously used custom "word-count" in their packages:

 * https://i18n.trac.wordpress.org/browser/zh_CN/tags/4.2/dist/wp-

 Presumably the localised zh_CN 4.3 package needs to implement/merge the
 changes added in #30966
