 I don't think we have any good reasons to loosen restrictions on quotes
 usage in HTML at this point.  But for the other cases, you are welcome to
 open an enhancement ticket.  The Shortcodes API would need to undergo a
 partial re-design to do this, for example to loosen restrictions on a user
 or capability basis.  The API currently doesn't have that.
