Perhaps a different approach would be to create an admin notice when an
old PHP version is detected and then throw out a "We see your running a
really old version of PHP, have you thought about upgrading? Your hosting
provider can help with that!".
This would encourage end users to upgrade without breaking anything, which
would help with the number of sites using old PHP versions. That would in
turn speed up the process of being able to deprecate support for them in
WordPress.
Not taking advantage of the power end users have to make changes at
hosting providers seems like a wasted opportunity.
A while ago one of the libraries that a plugin I wrote bumped it's
requirements to PHP 5.3 and so I had to do the same with the plug. Since
then I have had a few tickets about the PHP version, but almost all of
them were quickly resolved when the user simply selected the newer version
of PHP from their hosting control panel.
