Comment (by Monarobase):

Hello, we are a webhost and we defenetly would like old versions of PHP to
 be depreciated in WordPress.

The days when it was complicated to upgrade PHP are over (for most
webhosts anyway). With new PHP versions comming out faster these last few
years, webhosts have had to adapt and offer multiple versions of PHP to
 their customers.

The most used control panel (cPanel) will soon let all users choose their
own PHP version. We already allow users to do this with CloudLinux
 PHPSelector.

All the tools are there for webhosts to allow users to choose their own
 PHP version.

Even webhosts who don't have the required PHP version on a client's
webserver, should be able to move their customer to a more recent server
 on demand.

Most webhosts now want their users to have the most recent version
possible, not only for security reasons but also because more recent
versions of PHP use less CPU and memory.

It's difficult for a webhost to enforce a PHP version change, so we only
advise users to do it. If WordPress also advised users to change their PHP
version it would help encourage users to have a more up to date version of
 PHP.
