 simple strategy laid out in plain terms. It's always, "when the number of
 sites is lower." And I understand why the core leads might like to remain
 non-committal, but the purpose of this ticket is to try and put something
 together that is a little bit more concrete.
 That'd be a great start and would help some of us feel at ease about it.

 Not a fan of point 4. It's just too etherial. We could ask "How long do
 you need?" and use that to get an idea, but it's going to take someone to
 just make a decision and pick a date (or release cycle). Otherwise we'll
 be having the same conversations again year after year.

 It sounds like we've been extending an offer to a seat at the decision
 making table to hosts for quite some time. That door needs to close at
 some point.
