 The problem is, that probably not a single theme or plugin has a mo-file
 for `es` or `de` but they more probably will have `es_ES` and `de_DE`. So
 falling back to a "generic locale" we have to define those generics.

 So a solution like @swissspidy propesed would be a variant. Adding a
 filter on that which a plugin could use to alter the fallbacks (or a
 custom translation by the translation maintainers, as @swissspidy proposed
 originally) might work for core.
