 I'm unable to reproduce this issue running 2 live sites on version 4.2.4
 and also running a localhost test site with the WP_DEBUG constant defined
 as true.

 I think this might be a database issues caused by a call to
 `get_site_transient( 'update_plugins' );` returning something unexpected
 on your site. Can you check what that returns?
