 I'm not sure what `mce-view.js` has to do with the inline toolbar. I also
 tried `<div>This is a <a href="http://w.org">link</a>.</div>`, but the
 inline toolbar shows. Could you maybe give us some content or a way to
 reproduce this? Thanks!
