In #25408, we introduced the concept of a primary column for list tables,
which is where row actions are placed and the column that appears in the
small screen responsive view (see #32395). However, due to the way the
toggled columns are handled, any non-checkbox columns before the primary
one still appear before the primary, which does not look good. See
attached screenshot for an example of defining the "name" column for users
as the primary instead of username.
