 As this whole topic is crucial for German websites using the new locale
 "de_DE_formal", we also needed a solution. I would agree with @nacin that
 it should start in a plugin and with @vanillalounge that the user should
 choose which fallback to use. I just released a plugin that will enable
 this functionality for one fallback language. You can find the plugin
 here: https://wordpress.org/plugins/language-fallback/

 We also thought about a "fallback chain", but I think right now it's good
 enough to define one fallback, that fits best for your blog.
