 Yes, development versions *always* have a update available, which is the
 latest nightly (even if you're running the latest nightly) - because of
 that, we don't display an update nag. Similarly, background updates will
 update the site twice daily if enabled.

 The update bubbles (In the main admin menu, and toolbar) read 2 updates
 available when a core update is available - This looks like it's a side
 effect of #32613
