 My understanding is that a primary purpose of the visibility property is
 to allow a parent element to be hidden with only certain child elements
 being visible, overriding that. So this would be a jQuery UI bug.

 The current implementation in trunk relies heavily on this behavior for
 visibility, so trying to switch to an alternate technique has the
 potential to break more that it would fix at this point.
