 I agree: I'm disappointed that WP removed this functionality. If there was
 user confusion, there are ways to address that. One idea: in the link
 settings popup, label it as optional "hover text". It's frustrating to
 have this functionality removed, especially for the many many WP users who
 aren't comfortable editing HTML directly.
