 I agree that local avatar support should be considered for core.
 Gravatar’s been in wordpress for a long time, and likely has to stay in
 core for the sake of the sites already out thereg it… but open source
 blogging software should not depend on a particular cloud service for any
 of its core functionality.

 Gravatar is so entwined in wordpress that the codex describes avatars as
 something inherently cloud-based
 (“[https://codex.wordpress.org/Settings_Discussion_Screen#Avatars an image
 that follows you from weblog to weblog]”). Integrating it into core w/ 2.5
 was probably a mistake.

 This is a minor, but real, problem that should be addressed.
