 Added revised about page text. The oEmbeds text seemed very user-focused
 instead of being an under the hood thing. I've amended the text and think
 it should be moved up under the user features. This would be consistent
 with 4.0, in which oembed improvements were a user feature.

 If it's to remain under "under-the-hood" I need to know what developers
 need to know about it instead of users.
