 I was able to replicate the issue.

 [https://core.trac.wordpress.org/attachment/ticket/29999/29999.patch]
 allows contributors to edit the slug at any moment while the post is not
 public.

 Since a contributor can't edit a published post, I don't see why he should
 be restricted on changing the slug while the post is waiting for review.
